I have the honour to acknowledge the re-
ceipt of your Despatch No. 241 of the 25th. of June and to
inform you in reply as follows:-

The Cashier of the Treasury is the Princi-
pal Accounting Officer in the Colony. His duties being exclusive
-ly accounting it is considered that the post is not distinctive
-ly clerical in character. Vacancies in the post have been
filled in the past by the selection from the Government Service
of a Clerk who has shewn special aptitude and capacity in
accounting.

The duties of Accountant in the Post
Office are no more technical in character than those performed
by Clerks in other Departments through whose hands the monies
received and disbursed by the Departments pass e.g.,
Clerk and Accountant in the Police Department, the 3rd. Clerk
in the Harbour Office and the Correspondence Clerk in the
Sanitary Department. The post has hitherto been regarded as
an ordinary clerical post to be filled by the selection of a
qualified clerk.
